"Is it time for the president to submit to Congress a plan to address solvency?" Republican Senator Lindsey Graham Called on Bush to Come Forward with a Proposal on Solvency. Republican Senator Lindsey Graham said yesterday about President Bush, "He's the central player in this; the more specific he becomes, the more heat he takes, but the more pressure on the body to answer specific plans…if you set a date certain for a vote to mark up a bill, I think you're going to get movement…Combine that with a more specific proposal by the president, I think you start negotiations."
