<li>During Thursday’s session, cloture was filed on S.601, the Water Resources Development Act.  As a result, the filing deadline for all first degree amendments to S.601 is 4:00pm Monday.</li>
<li>As previously announced, there will be no roll call votes on Monday.  The next roll call vote will be at approximately 12:00pm on the motion to invoke cloture on S.601, the Water Resources Development Act.</li>

<li>Following any Leader remarks, the Senate will be in a period of morning business until 10:00am with the time equally divided and controlled between the two Leaders or their designees.</li>
<li>At 10:00am, the Senate will recess to allow for the Joint Meeting of Congress with Her Excellency Park Geun-hye, President of the Republic of Korea until 11:30am. Senators should plan to gather in the Senate Chamber at 10:00am in order to proceed as a body to the House of Representatives.</li>
<li>When the Senate reconvenes, we will resume consideration of S.601, the Water Resources Development Act. The following amendments are the first amendments in order to the Boxer-Vitter substitute amendment #799:
<ul>
<li>Coburn amendment #804 (ammunition)</li>
<li>Coburn amendment #805 (Army Corps lands/guns)</li>
<li>Whitehouse amendment #803 (oceans).</li>
</ul>
</li>
<li>The time until 2:00pm will be equally divided between the two Leaders or their designees for debate on the amendments with Senator Coburn controlling 40 minutes of the Republican time.  <span style="text-decoration: underline;">At 2:00pm, there will be 3 roll call votes</span> in relation to the amendments in the order above.  All 3 amendments will require 60-affirmative votes and no second degree amendments will be order to the amendments. The first vote will be a 15-minute vote and the subsequent votes will be 10 minutes in duration.</li>
<li>Upon disposition of the Coburn and Whitehouse amendments, the substitute amendment, as amended, if amended, will be agreed to and considered original text for the purposes of further amendment.</li>

<p>There will be 90 minutes of debate, with time from 10:30 until 11:00am on the Kelly nomination and the time from 11:00am until 12:00 noon on the Burwell nomination. At 12:00 noon, the Senate will proceed to vote on confirmation of the nominations in the order listed. The first vote will be a 15 minute vote and the second vote will be a 10 minute vote.</p>
<p>Following the votes, the Senate will resume consideration of the motion to proceed to S.743, the Marketplace Fairness Act of 2013, and immediately vote on adoption of the motion.</p>

Following any Leader remarks, the Senate will resume consideration of S.649, the Safe Communities, Safe Schools Act of 2013 with the time until 12:00pm equally divided and controlled between the two Leaders or their designees for concurrent debate on the Barrasso and Harkin amendments.</p>
<p>At approximately 12:00pm, there will be 2 roll call votes in relation to the following:</p>
<p>- Barrasso amendment #717 (privacy) and</p>
<p>- Harkin-Alexander amendment #730 (mental health)</p>
<p>Both amendments will be subject to a 60 affirmative-vote threshold. No other amendments are in order to any of these amendments. There will be 2 minutes of debate equally divided prior to each vote. Both votes will be 10 minutes in duration.</p>
<p>Following the roll call votes above, the Senate will recess until 2:00pm to allow for caucus meetings.</p>
<p>At 2:00pm, the Senate will proceed to Executive Session to consider the following nominations:</p>
<p>- Executive Calendar #22 Analisa Torres- to be United States District Judge for the Southern District of New York and</p>
<p>- Executive Calendar #23 Derrick Kahala Watson- to be United States District Judge for the District of Hawaii</p>
<p>There will be up to 15 minutes of debate equally divided and controlled between Senators Leahy and Grassley or their designees.</p>
<p>At approximately 2:15pm, the Senate will vote on confirmation of the nominations. A roll call vote is expected on confirmation of the Torres nomination and a voice vote is expected on the Watson nomination.</li>

<li>There will be up to one hour of debate equally divided between Senators Mikulski and Shelby or their designees for debate on the Harkin amendment #53 (Labor-HHS).</li>
<li>Upon the use or yielding back of time (at approximately 11:15am), there will be a roll call vote in relation to the Harkin amendment #53 (Labor-HHS)(60 affirmative-vote threshold).</li>
<li>We will continue to work through amendments to the bill during Thursday’s session.  During Wednesday’s session, cloture was filed on the Mikulski-Shelby substitute amendment #26 and on H.R.933.  Under the rule, the first cloture vote would be on Friday.  We hope to reach an agreement to complete action on the bill on Thursday.</li>

<li>Following any Leader remarks, the Senate will be in a period of morning business until 11:30am with Senators permitted to speak therein for up to 10 minutes each with the first hour equally divided and controlled between the two Leaders or their designees with the Republican controlling the first 30 minutes and the Majority controlling the second 30 minutes.</li>
<li>Following morning business, the Senate will resume consideration of S.3637, the transaction account guarantee (TAG) extension legislation with the time until 12:00pm equally divided and controlled between the two Leaders or their designees.  It will be in order for the Republican Leader or his designee to make a point of order against the bill.  If a point of order is raised, it will be in order for the Majority Leader or his designee to make a motion to waive the Budget Act.</li>
<li>At 12:00pm, there will be up to 2 roll call votes.  The first vote will be on motion to waive the Budget Act with respect to S.3637 and if the motion is successful, there will be a second roll call vote on the motion to invoke cloture on S.3637. (If a budget point of order is not raised, there will be a cloture vote at noon.)</li>
<li>Additional votes in relation to judicial nominations are expected during Thursday’s session.</li>
