				<content:encoded><![CDATA[<p><strong>Washington, D.C.</strong> – <em>Nevada Senator Harry Reid spoke on the Senate floor today regarding cyber security. Below are his remarks as prepared for delivery:</em></p>
<p>Last week General Keith Alexander, director of the National Security Agency and commander of U.S. Cyber Command, was asked to rate how prepared America is to face a cyber terrorist attack on a scale of 1 to 10.</p>
<p>This is what he said: “From my perspective I&#8217;d say around a three.”</p>
<p>Keep in mind, one is totally unprepared and 10 is totally prepared.</p>
<p>One of the country’s top national security experts gave us a three out of 10 – a failing grade by any standard.</p>
<p>He went on to say the type of cyber attacks that could black out the United States for weeks or months are up seventeen-fold in the last three years.</p>
<p>The nation’s top security experts have said a “cyber 9-11” is imminent.</p>
<p>And they say frailties in our defenses again these attacks are the most urgent threat to national security.</p>
<p>So it was with disappointment that I filed cloture last night on legislation to reinforce our defenses against malicious hackers.</p>
<p>National security experts have been plain about the urgent need to act. They say the question is not whether to act, but whether we will act in time.</p>
<p>A bipartisan group of Senators has worked for three years to craft the legislation before this body.</p>
<p>Still, I was pleased to hear last week that many of my colleagues were working on thoughtful amendments to improve and strengthen this measure.</p>
<p>Senators on both sides have worked hard to address every concern raised by the private sector about this legislation.</p>
<p>I expected a healthy debate on this issue. I also expected to processes many relevant amendments.</p>
<p>Unfortunately, that wasn’t good enough for a few of my Republican colleagues.</p>
<p>Instead of substantive amendments that deal with our nation’s cyber security, they are insisting on political show votes.</p>
<p>I had thought my Republican colleagues were taking this process seriously.</p>
<p>After all, the threat is clear.</p>
<p>And protecting the computer networks that control our electric grid, water supply and financial system should be above political wrangling.</p>
<p>So I was doubly disappointed to watch a bipartisan process derailed by ideological attacks on women’s right to health care.</p>
<p>As 47 million American women were set to gain access to preventive services with no out-of-pocket cost, Republicans insisted once again on a vote to repeal those benefits.</p>
<p>They want to roll back the clock to the days when insurance companies could discriminate against women – charging them more just because they’re women.</p>
<p>And to take matters worse, they are willing to kill a bill that would protect our nation from cyber terrorism in the process.</p>
<p>This isn’t a new tactic. You may remember how Republicans stalled the transportation bill – and put 3 million jobs at risk – as part of their attack on women’s access to contraception.</p>
<p>Still, I admit I was surprised that Senator McConnell would so brazenly drag partisan politics into the debate over a measure crucial to national security.</p>
<p>Just yesterday Senator McConnell and I received a letter from General Alexander of the NSA urging us to move quickly. This is what he wrote:</p>
<p>“The cyber threat facing the nation is real and demands immediate action. The time to act is now; we simply cannot afford further delay&#8230; We need to move forward on comprehensive legislation now. I urge you to work together to get it passed.”</p>
<p>I share General Alexander’s concern.</p>
<p>I agree the Senate should work together to pass this bipartisan legislation without further delay.</p>

<p>“I wish families in Nevada and across the country a happy Mother’s Day, and I thank moms everywhere for the hard work they do every day.</p>
<p>“Like so many mothers, mine taught me that I could handle anything the world could throw at me, even if the odds were stacked against me. My mother&#8217;s words have guided me through my life and through my years in public service. Washing clothes for others and running our household, my mother worked tirelessly to give me and my brothers everything that was within her reach. Her memory is a driving force behind the I work I do in the Senate to support families in Nevada and across the country. We in the Senate must continue to be advocates for mothers today, so they can encourage their children to dream and give them the tools to turn those aspirations into reality.</p>
<p>“This day is an important reminder why Congress should do everything possible to assure and expand mothers&#8217; access to healthcare and right the inequities that still affect them in the workplace. I fought to pass The Affordable Care Act, which significantly improves critical health services for women, and ends discriminatory practices against women by insurance companies. Since its passage, 45 million American women have gained access to free preventative health care, including maternity coverage and other services for young mothers. In April, the Senate reauthorized the Violence Against Women Act, or VAWA, which makes legal assistance available to victims of violence, and protects children affected by domestic violence. Through VAWA we reaffirmed our national commitment to protect mothers and all American women against abuse. </p>
<p>“Laws like the Lilly Ledbetter Fair Pay Act, which we passed in 2009, ensure that women have the tools to fight for just pay. But much lies ahead of us. It is unconscionable that women still make 77 cents for every dollar a man makes doing similar work. Because of this, the Senate will move in the coming weeks to approve legislation that will help narrow this gap. As our economy continues to mend, this this is the least we can do for the sake of America&#8217;s mothers and their families.&#8221;</p>

<p><strong><em>“It’s time for you to put an end to the attacks on women’s health care and to work with the Senate to get back to the American people’s top priority: creating jobs and boosting our economy.”</em></strong></p>
<p>(Washington, D.C.) – Today, all 12 Democratic women Senators sent a letter to House Speaker John Boehner calling on him to rescind his pledge to push forward with efforts to restrict women’s access to contraception after the Blunt amendment was defeated in the Senate. The Senator’s letter comes in the wake of Speaker Boehner’s public pledge to continue efforts to limit birth control access in the House, where a similar version of the Blunt amendment has over 200 co-sponsors. Speaker Boehner’s promise to continue fighting also comes despite a national outcry from women, the overwhelming majority of whom have used contraception at some point in their lifetime.</p>
<p><em>“We are asking that you abandon the promise you have made to bring legislation to the House floor similar to the Blunt amendment, which was defeated in the Senate last week, and which would turn the clock back on women’s access to health care,”</em> <strong>the Senators wrote</strong>. <em>“At a time when 99% of sexually active women in the U.S. have used birth control, its role in the lives of women and their families is hard to understate…. That is why the recent Republican attacks on birth control access have been so eye-opening for American women. For most American women, the battle over contraception was settled a half century ago.”</em></p>
<p>The letter was sent by U.S. Senators Patty Murray (D-WA), Barbara Mikulski (D-MD), Barbara Boxer (D-CA), Dianne Feinstein (D-CA), Mary Landrieu (D-LA), Debbie Stabenow (D-MI), Maria Cantwell (D-WA), Claire McCaskill (D-MO), Amy Klobuchar (D-MN), Jeanne Shaheen (D-NH), Kay Hagan (D-NC), and Kirsten Gillibrand (D-NY).</p>

<p>Speaker Boehner,</p>
<p>We write to express our concerns over your recent statements pledging to continue efforts to put employers between American women and their access to birth control. Specifically, we are asking that you abandon the promise you have made to bring legislation to the House floor similar to the Blunt amendment, which was defeated in the Senate last week, and which would turn the clock back on women’s access to health care. Furthermore, we ask that you listen to the overwhelming outcry from American women who support access to contraception and drop all politically-charged efforts to deny them coverage.</p>
<p>Today, at a time when 99% of sexually active women in the U.S. have used birth control, its role in the lives of women and their families is hard to understate. Access to birth control is directly linked to declines in maternal and infant mortality, can reduce the risk of ovarian cancer, and is linked to overall good health outcomes. Nationwide, 1.5 million women use contraceptives only as treatment for serious medical conditions. And most importantly, access to birth control helps reduce the number of unintended pregnancies and abortions, a goal we all share.</p>
<p>That is why the recent Republican attacks on birth control access have been so eye-opening for American women. For most American women, the battle over contraception was settled a half century ago. Yet, over the course of the past month alone, women have watched as panels on birth control have been convened without women, a young woman that dared to speak out in defense of birth control was subjected to vile name-calling, and extreme legislation, like the Blunt amendment, has been pushed to deny access.</p>
<p>Women have had enough. As we have heard from countless women in our home states and here on Capitol Hill, they are tired of being targets for a political strategy that endangers their health care and they want it to stop. We hope that you can answer their calls, and ours. It’s time for you to put an end to the attacks on women’s health care and to work with the Senate to get back to the American people’s top priority: creating jobs and boosting our economy.</p>
<p>As you may know, today is International Women’s Day, a day celebrated each year to mark the political, social, and economic progress women have made. We ask that on this day you join with us in working to ensure that we build on the progress of the past, not reverse it.</p>

<p>“Today’s vote showed us a great deal about where Republicans’ priorities lie. Instead of working with Democrats to create jobs, Republicans are trying to deny women access to health care services like contraception. Democrats are trying to move forward with a bill that would create or save nearly two million American jobs. But at the urging of the Tea Party, Republicans are obstructing this jobs bill with unrelated amendments like the one we defeated today.</p>
<p>“Republicans’ proposal to let any employer deny women access to contraceptives would not create a single job. Under Republicans’ proposal, over 170,000 women could lose access to contraception coverage and other health services in Nevada alone.</p>

<p><em>Blunt Amendment Is So Far Reaching It Would Allow Any Corporation or Health Plan to Deny Women and Their Families Access to These Services For Virtually Any Reason</em></p>
<p><em>Amendment Set to Receive Senate Vote As Early As This Week</em></p>
<p><strong>Washington, DC</strong> – Today the Democratic Policy and Communications Center released state-by-state data on the potential impact of Senator Roy Blunt’s (R-MO) so called “Respect for Rights of Conscience Act” on women’s access to preventive care.  Data recently compiled by the Department of Health and Human Services (HHS) shows that an estimated 20.4 million women are now taking advantage of preventive health care services provided under the Affordable Care Act (ACA), and the Blunt legislation could put their access to these services at risk.  These services will include contraception, mammograms, pre-natal screenings, cervical cancer screenings, flu shots and <a href="http://www.healthcare.gov/law/resources/regulations/prevention/recommendations.html">much more</a>.  The legislation has been introduced as an amendment to the surface transportation bill and will likely get a vote in the Senate as early as this week.</p>

<p>Under the Affordable Care Act many insurance plans are now required to provide free coverage for <a href="http://www.healthcare.gov/law/resources/regulations/prevention/recommendations.html">certain</a> recommended preventive health services.  The Blunt Amendment is so extreme that it would allow any corporation or health plan to deny access to these services, for any reason.  It provides employers with extraordinarily wide and unprecedented latitude over what should be covered.  A corporation could decide, for example, that cancer screenings are driving up their insurance costs and remove them from their health plan.  An employer could also deny prenatal care for expecting mothers.</p>

				<content:encoded><![CDATA[<p>Politics has no place in women’s health.  And yet, Republicans are threatening to politicize the importance of preventive health services relied upon by women across the country by calling for a vote on the Blunt Amendment.</p>
<p>The legislation would allow employers to deny their employees&#8217; contraception coverage, among other preventive services, merely on the basis of &#8220;moral objections.&#8221; Female senators voiced opposition to the measure today from the floor, and called on their Democratic and Republican colleagues to stand by them in favor of protecting women&#8217;s access to such services.</p>

SCHIEFFER:</strong> “Well I guess what I&#8217;m asking you though is are you willing as far as Senator Blunt now wants to go and just write in legislation that would ban any group that had just a, quote, moral objection, not just a religious group but just any group that had a moral objection to that? <p><strong>REPUBLICANS BACK RADICAL PROPOSAL TO ALLOW EMPLOYERS TO DENY COVERAGE FOR CONTRACEPTION AND OTHER CRITICAL HEALTH SERVICES TO WOMEN</strong></p>
<p><strong>Senator Blunt’s Proposal Lets Any Employer Deny Anyone Access to Health Care.</strong>  As part of their ongoing effort to politicize women’s health, Senator Blunt’s extreme measure would essentially allow any employer or health plan to decide not to provide any essential health benefit or preventive service to any American.</p>
<ul>
<li><strong>Under Blunt Proposal, Any Employer Could Invoke Vague “Moral Conviction” To Deny Health Services To Employees.</strong>  The Blunt measure would allow employers and insurance companies to deny coverage of any health service – not limited to birth control – based on “religious beliefs or moral convictions.” This definition is so broad, for example, that CEO’s with a “moral objection” to Type 2 Diabetes or HIV screening could deny coverage of these services to all employees. <li><strong>Employers Could Discriminate Against Individuals Under Blunt Proposal.</strong> The Blunt proposal would allow health plans to discriminate against individuals based on sex, race, color, national origin, age, and disability. As a result, if a CEO of an insurance company had a “moral objection” to out-of-wedlock births, the company could deny single, pregnant women access to routine sonograms. [NWLC, 2/10/12]</li>
<li><strong>Blunt Proposal Creates An Unprecedented Right of Action for “Threatened” Violations. </strong>Any individual would have the right to file a lawsuit in Federal court for actual or “threatened violations.” As a result, state officials might be less likely to enforce any law which could be perceived as a threat, thereby resulting in further restricted access to critical services. <p><strong>POLLS SHOW AMERICANS – INCLUDING CATHOLICS – BROADLY SUPPORTS BIRTH CONTROL BENEFIT</strong></p>

<p>“My wife and I have been married for more than 50 years.  We have one daughter and nine granddaughters.  I love these women.</p>
<p>“One day, one of them may need a cancer screening.  It’s not a pleasant thought, but that’s the reality of life.  Over their lives they’ll also need other tests  like cholesterol and blood pressure screenings – tests that are less serious, but just as important.</p>
<p>“They should be able to get the tests that could save their lives.  So should every single woman in America.  I believe that – and frankly, that’s not so controversial  of a belief.</p>
<p>“Some women, of course, have doctors.  Others, including many of the poorest among us, do not.  So where do they go to get blood pressure or cholesterol or cancer screenings?</p>
<p>“Thankfully, there is a little-known part of a little-known law that saves many lives.  It’s called Title X, and it’s part of a public health law.  And it means that  women and girls can go to their local health department or a community clinic and get these tests.  More than five million women use centers funded by Title X every year.  Five million.</p>
<p>“Some watching us today – and we know the whole world is watching – may be asking why I’m talking about women’s health.  When the question before us is the budget  of the biggest economy on the planet, some may ask why we’re talking about this smallest corner of it.</p>
<p>“With a government shutdown looming not weeks away, or days away, but just hours away – why are we talking about whether women can keep getting something as simple and as  non-controversial as cancer screenings?</p>
<p>“The answer is that Republicans want to shut down our nation’s government because they want to make it harder for women to get the health services they need.</p>
<p>“And by the way, that does not include abortion.  It is illegal to use federal funds for abortion services.  So anyone who says this debate is over abortion isn’t being  truthful.  It is about simple and important health services.</p>
<p>“Republicans want to shut down the government because they think there is nothing more important than keeping women from getting cancer screenings?  That is indefensible, and everyone  should be outraged – women and men.  Republican leaders in the House have only a few hours left to look in the mirror, snap out of it and realize how positively shameful that would be.</p>
<p>“For months, this conversation has been about billions and trillions of dollars.  It has been about weighty issues and difficult decisions.  This debate used to be about saving  money.</p>
<p>“No longer.  We have an agreement on the cuts and savings.  And that agreement includes a historic level of cuts.</p>
<p>“But now the Tea Party is trying to sneak through its extreme social agenda – issues that have nothing to do with funding the government.  They are willing to throw women under the  bus, even if it means they’ll shut down the government.</p>
<p>“Their agenda is an extreme agenda.  I don’t agree with their ideas on social policy.  But in our democracy, those ideas, however radical, deserve a debate if they want one.</p>
<p>“But that debate does not belong in an urgent budget bill to keep the country running.  And it especially doesn’t belong here at this late hour.</p>
<p>“The consequences of letting our country’s funding expire would be devastating.  It would be devastating to our troops, to our small businesses and to Americans’ everyday  lives – people who just want to get a home loan or get their tax refund or get their paycheck.  It would damage our image and credibility around the world.</p>
<p>“But Republicans are asking me to sacrifice my wife’s health, my daughter’s health and my nine granddaughters’ health.  They’re asking me to sacrifice the health  of women in Nevada and across America.  I won’t do it.</p>
<p>“As a legislator, I’m frustrated.  And as an American, I’m appalled.  As a husband, a father and a grandfather, I’m personally offended.”</p>

<p>“We’re now 38 hours away from the deadline.  We have fewer than two days to put politics aside, put the American people first and reach an agreement.</p>
<p>“Last night, Speaker Boehner and I met again with the President.  We met for more than an hour and a half.  The meeting was adequate.</p>
<p>“Then we worked through the night – my staff and the President’s people continue to work together.</p>
<p>“We are very close on the numbers.  Our differences are no longer over how much savings to get out of government spending.</p>
<p>“The only thing – the only thing – holding up agreement is that the Republicans are drawing the line on ideology.</p>
<p>“The Republicans are insisting on extraneous restrictions on women’s health in the name of abortion.  They want to roll back the Clean Air Act.</p>
<p>“These matters have no place on a budget bill.  This is a bill to keep the country running.  It is not a family planning bill or an environmental bill.</p>
<p>“The bottom line is this: I can see us sitting down at the negotiating table and coming away with an agreement on numbers.</p>
<p>“But no one can realistically think that we will walk out of a room and suddenly agree to roll back women’s access to health care or protections for the environment.  We will not  solve in one night a disagreement this country has been having for four decades.  That’s not realistic.</p>
<p>“Right now, we have to be realistic.  We cannot be distracted by ideology.</p>
<p>“Speaking of distractions, the House is going to pass a short-term stopgap today.  As I said here last night, that is a non-starter in the Senate.</p>
<p>“It’s not just bad policy – it’s fantasy.  We all heard the President say that he won’t accept anything short of a full solution.</p>
<p>“The President is right.  We can’t keep funding the country with one stopgap after another.  The United States of America shouldn’t have to live paycheck to  paycheck.”</p>

Instead, these proposals would have serious consequences for women&#8217;s health in New  York City and across the nation. Removing funding for women’s health clinics through these proposals would likely increase the spread of sexually transmitted diseases, increase the number of  women with cervical and breast cancers who are not diagnosed until the cancers are in late stages, and increase unintended pregnancies among women.” – <strong>New York City Mayor Michael  Bloomberg</strong></p>
<p><strong><em>The Republican spending plan makes draconian cuts to programs critical to the health and success of girls and women:</em></strong></p>
<p><em>Democrats want to cut spending by targeting waste and excess, not slashing programs that create jobs or keep our communities safe and healthy. Unfortunately, on the centennial of International  Women’s Day, Republicans are pushing an extreme spending plan that guts investments in prenatal care, nutrition programs for pregnant women and children, and college aid for women.   Republicans should join with Democrats to cut spending in a smart, responsible way that will not put women’s health at risk.</em></p>
<p><strong>Slashes $50 million for Prenatal Care.</strong> Republicans reduce funding for the Title V Maternal &amp; Child Health Block Grant, a program providing critical services to 2.5 million women and 31  million children annually.</p>
<p><strong>Cuts Nutrition Programs for Pregnant Women and Children by $747 million.</strong> The cuts jeopardize nutritious food, counseling, and other supports to 9.6 million pregnant women, new mothers, and  infants.</p>
<p><strong>Slashes $1.1 billion to Head Start and Child Care.</strong> The Republican cuts would cause 218,000 children to be kicked out of Head Start, with an additional 336,000 children losing child care  opportunities, thus reducing social and educational supports for mothers.</p>
<p><strong>Cuts Pell Grants for Women.</strong> Republicans cut the maximum Pell grant by $800, thus making it more difficult for women to access affordable higher education.</p>
<p><strong>Terminates Funds to Promote Educational Equality Among Women and Girls,</strong> The elimination of the Women’s Educational Equity program will impact efforts to ensure schools comply with  Title IX, the law that prohibits sex discrimination in federally funded education programs.</p>
<p><strong>Slashes Funding for Job Training for Women.</strong> Republicans cut funding for critical training programs by $4 billion, thus making it more difficult for women to secure employment services this  year.</p>
<p><strong>Terminates Programs Providing Preventive Services for More than Five Million Women.</strong> Republicans eliminates Title X Family Planning, Teen Pregnancy Prevention and Planned Parenthood, programs  providing breast and cervical cancer screenings, family planning and other critical services.</p>
