The Senate has reached an agreement to complete action on
S.1, a bill to approve the Keystone pipeline, tomorrow. As a result of this agreement, there will be a series of up to 7 roll call votes at approximately 11:00am and up to 6 roll call votes at 2:30pm tomorrow. The agreement is as follows:
The pending Murkowski substitute amendment #2, will be considered original text for the purposes of further amendment.
When the Senate resumes consideration of S.1 tomorrow, Thursday, January 28, there will be 15 minutes for debate equally divided in the usual form and the Senate will proceed to vote on the following amendments in the order listed:
- Barrasso amendment #245 (tribal treaties)
- Cardin amendment #124 (tribal treaty requirements)
- Daines amendment #246 (SoS Land and Water Conservation Fund) -side by side to Burr amendment #92
- Burr amendment #92, as modified (Land and Water Conservation Fund)
- Vitter amendment amendment #80, as further modified (OCS)
- Udall #77 (renewable electricity standards)
Further, all amendments on this list are subject to a 60-vote affirmative threshold for adoption. No second degree amendments are in order to any of the pending amendments. There will be 2 minutes for debate equally divided between each vote. All votes after the first in the series will be 10 minute votes.
Once these amendments have been disposed of, the Senate will vote on the motion to invoke cloture on S.1, upon reconsideration.
If cloture is invoked, all post-cloture debate time will be considered expired at 2:30pm. We expect points of order to be raised against pending amendments that are not in order post-cloture. The Senate would then dispose of the remaining pending and germane amendments and on passage of the bill, as amended.
