Cloture invoked on FAA substitute

By a vote of 94-4, cloture was invoked on the FAA substitute. There will now be up to 30 hours of post-cloture debate. If there is no further debate, there is a chance we vote on passage as early as 1:30pm today. Negotiations continue for the consideration of additional amendments.
