The Senate adopted the motion to proceed to H.R.1735 and Senator McCain offered amendment #1463, which is the text of S.1376, the National Defense Authorization Act as reported by the Senate Armed Services Committee. The time until 2:30pm is for debate only, with the time equally divided between the two managers or their designees. The Senate will recess from 1:00pm until 2:00pm.
