Following any Leader remarks, the Senate will be in a period of morning business until 11:00am, with the time equally divided and with the Republicans controlling the first half and the Democrats controlling the final half.

By unanimous consent, at 11:00am the Senate will proceed to the consideration of H.R.1735, Defense Authorization, and it will be in order for Senator McCain to offer amendment #1463, the text of which is identical to S.1376, the Armed Services Committee reported NDAA bill. The time until 2:30pm will be for debate only and equally divided between the bill managers or their designees.
