Senator McConnell asked that the Chair lay before the Senate the House message accompanying S.524, Comprehensive Addiction and Recovery Act of 2016, and moved to disagree to the amendments of the House, agree to the request by the House for a conference, and Presiding Officer to appoint the following conferees:

Grassley

Alexander

Hatch

Session

Leahy

Murray

Wyden

He then filed cloture on the compound motion to go to conference. There will now be up to 2 hours of debate prior to the cloture vote (approx. 2:00pm). If cloture is invoked, the question would be on the motion (expect voice vote). At that point, it would take consent to make motions to instruct conferees in order. There is an effort to vote on a very limited number of motions to instruct after the cloture vote.
