Post cloture time will expire at 4pm today--expect vote/s at that time

The Senate has reached an agreement that post-cloture time on the McCain amendment #1763 (substitute) be expired at 4:00pm; and that if cloture is invoked on H.R.1735, NDAA, the time will count as if cloture had been invoked at 10:00pm, tonight. The time until 4:00pm is equally divided between the managers or their designees.

At 4:00pm, we would vote on any remaining pending amendments, adoption of the substitute, and cloture on the underlying bill. We expect the following pending amendments will fall on a point of order that they are not germane post-cloture:

Blumenthal SA #1564

Fischer SA #1825

Durbin SA #1559

Paul SA #1543

Markey SA #1645

Cornyn SA #1486

There could be 1-4 votes beginning at 4pm. The current thinking is that we may be able to voice vote the amendments and have only a roll call vote on cloture on the underlying bill, but the Hatch amendment as modified may require a roll call too.

If cloture is invoked on the underlying bill, there would be up to 30 hours of post-cloture debate on the bill prior to a vote on passage.

4pm-up to 4 votes:

Hatch SA #1911, as modified (software sustainability and commissaries)

McCain SA #1456 (naval vessels)

Adoption of McCain SA #1463, as amended (substitute)

Cloture on H.R.1735, NDAA, as amended, if amended
