Cloture filed on motion to go to conference on Customs Enforcement/10:30am 2nd degree filing deadline for TPA/Preferences & TAA

This morning, Senator McConnell made a motion to go to conference on the Customs Enforcement bill, H.R.644, and filed cloture on the motion. Under the rules to go to conference with the compound motion, there is up to 2 hours for debate equally divided prior to the cloture vote. Then, if cloture is invoked, the Senate would immediately proceed to vote on the motion to go to conference. The time until 11:00am is equally divided on the motion.  In this situation, we have 2 cloture motions pending before we get to the cloture vote on the motion to go to conference.

At 11:00am today, there will be a cloture vote on the motion to concur in the House amendment to the Senate amendment to H.R.2146, TPA. If cloture is invoked, there would be up to 30 hours for debate prior to a vote on the motion to concur. Then, the Senate would vote on the motion to concur in the House amendment to H.R.1295, with an amendment  (Preferences with TAA amendment). If cloture is invoked on that motion, there would be up to 30 hours for debate prior to a vote on the motion to concur with an amendment (TAA). At that point, there would be approximately an additional 80 minutes equally divided prior to the cloture vote on the motion to go to conference with respect to the Customs Enforcement bill.

Finally, by consent, the filing deadline for second degree amendments for H.R.2146 (TPA) and H.R.1295 (Preferences and TAA) is 10:30am today.
