The time following Leader remarks until 11:30am is equally divided between the two Leaders or their designees. At 11:30am the Senate will vote on the motion to invoke cloture on the compound motion to go to conference.
If cloture is invoked, the Senate will agree to the compound motion to go to conference and there will be two motions to instruct in order made by Senator Shaheen (re: Afghan visas) and Senator Sullivan (re: maintaining sufficient forces for worldwide military operations).
Senator Shaheen will then be recognized to offer her motion and there will be up to 4 minutes of debate equally divided on the Shaheen motion and following the use or yielding back of that time, the Senate will vote in relation to the Shaheen motion (re: Afghan visas).
Following disposition of the Shaheen motion, Senator Sullivan will be recognized to offer his motion to instruct the conferees and there will be up to 4 minutes of debate equally divided on the motion and following the use or yielding back of that time, the Senate vote in relation to the Sullivan motion without any intervening action or debate (re: maintaining sufficient forces for worldwide military operations).
Additional roll call votes are expected during today's session of the Senate in relation to the failed cloture votes on the motion to proceed to H.R.5293, Defense Appropriations, and on the conference report to accompany H.R.2577, MilCon-VA Appropriations.
