Senator McConnell then offered the following amendments (substitute, ExIm, repeal ACA, 2 month extension, and date change):

McConnell for Kirk first degree amendment # 2327 (Ex-Im reauthorization)
McConnell second degree amendment # 2328 to SA #2327 (repeal the Affordable Care Act)
McConnell first degree amendment to underlying bill #2329 (2 month surface transportation extension)
McConnell second degree amendment #2330 to SA #2329 (date change)
Senator McConnell then filed cloture on McConnell amendment #2328 (ACA repeal); Kirk amendment #2327 (Ex-Im reauthorization); McConnell substitute amendment #2266, as modified (Highway reauthorization); and H.R.22.
We expect the first cloture vote to occur mid-afternoon on Sunday, July 26. The first vote would be the McConnell amendment #2328 to repeal the Affordable Care Act. If cloture is not invoked (60-vote threshold), there would be an immediate cloture vote on the Kirk amendment #2327 to reauthorize the Export-Import bank.
If cloture is invoked on the Ex-Im amendment (60-vote threshold), there would be up to 30 hours for debate prior to a vote on adoption of the Ex-Im amendment. We expect that vote to occur Monday. Following disposition of the Ex-Im amendment, there would be a cloture vote on the substitute amendment (highway reauthorization).
