- Action on H.R.3183: Senator Dorgan made a point of order pursuant to the Lott precedent of May 17, 2000 that the Nelson (NE) amendment #1874 is not germane. The point of order was sustained and the amendment fell. Senator Dorgan then made a point of order that the Corker amendment #1865, as modified, violates Rule 16 (legislating on an appropriations bill). The point of order was sustained and the amendment fell.
