Senator Portman asked unanimous consent that the Senate take up and pass by voice vote H.R.212, Drinking Water Protection Act.
Senator Udall countered the request by asking that the Senate take up and pass by voice vote H.R.212 and S.1523, to reauthorize the National Estuary Program, en bloc.
Senator Portman objected.
