Senator Portman asked unanimous consent that the Senate take up and pass H.R.212, Drinking Water Protection Act.
Senator Whitehouse countered the request by asking that the Senate take up and pass by voice vote H.R.212 and S.1523, to reauthorize the National Estuary Program, en bloc.
Senator Portman objected to passing both bills. Senator Whitehouse objected to the original request.
