Murphy objects Vitter request to consider Healthcare amendment to constitutional amendment on campaign finance reform

Senator Vitter asked unanimous consent that when the Senate resumes consideration S.J.Res.19, a Constitutional amendment on campaign finance that it be in order to call up Vitter amendment #3786 (to amend the Patient Protection and Affordable Care Act to apply the provisions of the Act to certain Congressional staff and members of the executive branch) to S.J.Res.19, a Constitutional amendment on campaign finance.

Senator Murphy objected.
