MTP to H.R.5325 agreed to; substitute amendment (CR) offered; cloture filed

By voice vote, the Senate agreed to the motion to proceed to H.R.5325. Senator McConnell then offered substitute amendment #5082 (text of short-term CR), filled the amendment tree, and filed cloture on the substitute and the underlying bill.
