Senator McConnell moved to concur in the House amendment to the Senate amendment to H.R.719, with further amendment (SA #2689), and filled the amendment tree with date change amendments. The underlying bill is the TSA Office of Inspection Accountability Act of 2015. McConnell amendment #2689 is a Continuing Resolution to fund the government through December 11, 2015.
Senator McConnell then filed cloture on the motion to concur with an amendment (CR through Dec. 11). That cloture vote is expected to occur at 5:30pm on Monday, September 28. If cloture is invoked, there would be up to 30 hours of debate prior to a vote on the motion to concur with amendment.
Using the House Message as the legislative vehicle requires only one cloture motion before a vote on passage of the CR. Using H.J.Res.61 would have required two cloture motions (substitute amendment and underlying joint resolution).
The filing deadline for second degree amendments is one hour prior to the cloture vote on Monday. Amendments must be germane and timely filed to be considered in order post-cloture.
