2nd degree amendment filing deadline; 2:15pm roll call vote reminder; Senate to recess twice today; controlled floor time
As a reminder, during Thursday's session Senator McConnell offered substitute amendment #5082 (text of short-term CR), filled the amendment tree, and filed cloture on the substitute and the underlying bill. The cloture vote on the substitute amendment will be at 2:15pm. Under the rules, if cloture is invoked there would then be up to 30 hours of debate followed by a vote on the amendment; if cloture is not invoked, the cloture motion on the underlying bill would immediately ripen.
The Senate will recess from 12:30pm until 2:15pm to allow for the weekly caucus meetings. The Senate will also recess from 3:00pm until 4:00pm for the all senators briefing. The time from 10:45am until 11:30am will be under control of the Republicans and the time from 4:00pm until 5:00pm will be under control of the Democrats.
