We are told that Senator Cruz may come to the floor in the 8pm range and at that point the Senate would reconvene in order to allow him to speak. When the Senate completes its business today or at 11:55pm, whichever comes first, the Senate will adjourn until 12:01am on Friday, October 30th. Following leader remarks, the Senate will resume consideration of the House Message to accompany H.R.1314, Debt Limit/Budget Act, with the time until 1:01am equally divided between the two Leaders or their designees.
At 1:01am, there will be a cloture vote on the motion to concur with respect to H.R.1314, Debt Limit/Budget. If cloture is invoked, there will be up to 30 hours of debate, with each senator permitted to speak for up to 1 hour. The hope is that there will be little debate prior to passage, but timing will be determined by how long senators plan to speak. If a point of order is raised against the bill, there would be a motion to waive prior to the vote on passage.
