Cloture filed on DoD approps / vote on mtp to S.J.Res.22, WOTUS, possible today

Senator McConnell then moved to proceed to Calendar #118, H.R.2685, Department of Defense Appropriations, and filed cloture on the motion to proceed. The cloture vote on the motion to proceed to DoD Appropriations would occur 1 hour after the Senate convenes on Thursday, November 5.

We expect Senate McConnell to turn to S.J.Res.22, a joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Corps of Engineers and the Environmental Protection Agency relating to the definition of "waters of the United States" under the Federal Water Pollution Control Act, today.

The joint resolution of disapproval is privileged. The motion to proceed is nondebatable and subject to a majority vote threshold. We could see a roll call vote on the motion to proceed as early as 4:00pm today, but that is not set yet. The joint resolution is subject to up to 10 hours of debate. Passage is also subject to a majority vote threshold.
