5:30pm vote reminder on Gingrich nomination...Trachtenberg nomination/NDAA/Budget

The Senate is in Executive Session considering Executive Calendar #226, Callista L. Gingrich to be Ambassador to the Holy See, with the time until 5:30pm equally divided. At 5:30pm, the Senate will vote on confirmation of the Gingrich nomination.

 

Under the previous order, tomorrow after leader remarks, there will be up to 10 minutes for debate prior to a vote on confirmation of Executive Calendar #191, David Joel Trachtenberg, to be Principal Deputy Under Secretary of Defense. That vote is expected to begin around 10:30am.

 

There may be an effort to go to conference on HR.2810, NDAA, and appoint conferees tomorrow. If no agreement can be reached to go to conference, Senator McConnell could make a compound motion to go to conference (insist on its amendment, agree to the request for a conference, and appoint conferees) and file cloture on the motion. Under the expedited procedures to go to conference, if cloture is filed on the compound motion, there would be 2 hours of debate prior to the cloture vote. If cloture is invoked (60-vote threshold), the Senate would immediately proceed to vote on the motion.

 

Tomorrow we could also begin consideration of H.Con.Res.71, a concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2018 and setting forth the appropriate budgetary levels for fiscal years 2019 through 2027.

 

Under the rules governing the Budget resolution, there are up to 50 hours for debate on the concurrent resolution, equally divided between the majority and minority leaders. Debate on amendments is limited to 2 hours on first degrees and 1 hour on second degrees, both equally divided. Upon the use or yielding back of time, the Senate would dispose of any pending amendments and additional amendments are in order to be offered and disposed of, resulting in the so-called vote-a-rama. Roll call votes in relation to amendments are possible throughout the week.

 

Also during this work period, the Senate may consider additional nominations, the emergency supplemental appropriations, and any other items cleared for action on the Executive or Legislative Calendars.
