Senator McConnell asked consent that all post cloture time on the motion to concur with respect to H.R.2266 be expired. That Senator Paul be recognized to make a budget point of order and speak for up to 5 minutes. That Senator McConnell or designee be recognized to make a motion to waive, and upon disposition of the motion to waive, the Senate vote on the motion to concur in the House amendment to the Senate amendment to H.R.2266, Emergency Supplemental Appropriations.
