The
Senate stands adjourned
until 10:00 a.m. on Wednesday, April 28, 2021.
Following Leader remarks, we expect Senator Schumer to move to proceed to S.J.Res.14, providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to ‘‘Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review’’ [Methane].
Under the rule, once a motion to proceed is agreed to (expected voice vote) there will be up to 10 hours of debate equally divided prior to a vote on adoption of the joint resolution.
At 12:30 p.m., the cloture motion will ripen on Executive Calendar #61, Samantha Power, of Massachusetts, to be Administrator of the United States Agency for International Development. At that time, the Senate will vote on the motion to invoke cloture.
We expect to vote on confirmation of the Power nomination and on adoption of S.J.Res.14 during Wednesday’s session. Senators will be notified when those votes are expected.
At 9:00 p.m., President Joe Biden will address a Joint Session of Congress from the Hall of the House of Representatives in the U.S. Capitol. The Senate will begin gathering in the Senate Chamber at 8:15 p.m. to proceed as a body to the Hall of the House.
During Tuesday’s session the Senate agreed to the motion to proceed to Calendar #34, S.914, Drinking Water and Wastewater Infrastructure Act of 2021, and the substitute amendment #1460 was made pending. Discussions continue on a path forward in relation to the bill.
